A significant component of the reforms within the Resources Safety and Health Legislation Amendment Act 2024, is the introduction of critical controls—measures targeting serious risks on mine sites. While these controls have previously been applied voluntarily across the industry, the new legislation mandates their integration into the safety and health management systems of all mines and quarries.
These provisions will take effect on 1 June 2025, with industry given until 1 June 2026 to achieve full compliance.
This session will provide participants with:
• An overview of the legislative changes
• Insight into the regulator’s approach to compliance monitoring
• Perspectives from industry representatives on implementing critical controls in practice

Clayton is a Technical Director at SLR and has over 23 years of experience in the quarry and mining industry in both the public and private sectors. He holds a Bachelor of Environmental Technology and Master of Public Health plus a Queensland SSE Notice and Practising Certificate for Mineral Mines and Quarry sites.
As a Technical Director within the business, Clayton provides industry relevant assistance to clients in Australia and overseas focusing on quarry optimisation, efficiency improvement, acquisition and divestment, market assessments, materials testing, safety and health and operational advice. Clayton is passionate about simplifying safety and developing and implementing practical systems to reduce risk.

Daniel is a dynamic professional with a rich blend of academic prowess and hands-on expertise in various technical and leadership capacities. Daniel brings forth a wealth of experience spanning over a decade gained from managing key quarry sites in Queensland. He holds a Bachelor of Mechanical Engineering and is a current SSE Notice and Practising Certificate holder for Mineral Mines and Quarry sites.

With over 25 years of site experience in both metalliferous and coal mining (surface and underground), he brings a wealth of experience. He gets to grips with an organisation quickly, understanding stakeholder networks and operational nuances to deliver improved operations, risk management, and productivity for his clients. Underpinning this performance is a solid career spanning health and safety, operations, mine expansion and closure, gained across start-up organisations, private enterprise, and large corporations. With proven success in global organisations, Daniel is highly attuned to the human elements of safe and productive operations, which are the foundations required to achieve best-in-category business performance.

Starting out as a pumper and a longwall shearer operator, to playing a significant leadership role in restarting the original Kestrel operation, as GM/Project Director - leading the re-starting the old Tower Colliery, proudly working alongside others as GM in helping Ensham become one of the best bord and pillar mines in the world, and as MD working with a close knit team to successfully turnaround an ASX listed company from insolvency.
Inspite of all the Engineering, MBAs, Psychology and Finance studies in camp accomodation, there is nothing better than getting into the workplace, to see whether our efforts are ‘turning the dial’, to validate the data, to ‘challenge the green’ and ‘embrace the red’ and to coach our leaders to help them be more effective.
